The European Live Music Forum is an international non-profit association for artistic and educational purposes registered in Belgium and as of December 6th 2005 officially recognised by the Ministry of Justice (Federale Overheidsdienst Justitie) - decision reference 6/CH/15.275/S - as a legally constituted organisation.

At the 2010 annual general meeting of the European Live Music Forum ELMF the current members unanimously decided to dissolve the organisation.

The need for all parties, with direct and indirect interests in the European live music enterprises, to establish an arena for discussions on mutual concerns, building consensual platforms for various actions and, perhaps most of all, create a strong voice by which the many music communities can address legislators and others of course remains.

Despite some very committed efforts ELMF however has not been able to establish itself as a viable vehicle for such endeavours. After five years trying very hard to build up a functional structure we therefore are forced to come to the conclusion that whatever eventually will bring the music communities together ELMF obviously is not it.

It might quite simply be that there are still too many divides between various parts of the live music enterprises for an ambitious undertaking such as the ELMF to be possible at this time. Or possibly we got it all wrong somehow…

But the five years spent trying to set up a viable platform hasn’t been all meaningless. We have learned many things and will freely offer our experiences to anyone who wishes to have another go at it.

We also think that the campaign directed towards the European cultural and, equally important, financial ministries as regards taxation on internationally touring artist had some impact and could, if we had managed to mobilise enough support from various national organisations, have brought about better conditions in very few years.

The campaign in regard to visa and work permit issues for touring artists has taken on a life of it’s own and the white paper ELMF eventually published, in cooperation with Freemuse, is now a basis for several discussion and working groups within the EU.

So, while the decision to dissolve ELMF was regretfully taken, we have few regrets and no recriminations to share.

The dissolution of ELMF will be managed in a timely and orderly fashion. The Annual General Meeting appointed Mr Hans Hjorth (Sweden) as formal liquidator. The organisation has no outstanding debts or unresolved financial undertakings. As the legal procedure of dissolution involves quite a few formalities in accordance with Belgian law it is expected that ELMF will not formally be put to rest before the end of 2010.
